REQUEST FOR CONSIDERATION OF A PROPOSAL TO FURTHER IMPROVE RAIL SAFETY AND SUPPORT ACCIDENT-FREE TRAIN OPERATIONS

Introduction

Indian Railways is one of the world's oldest and largest railway networks. Over more than a century, the system has undergone significant technological and operational development.

From the early use of steam locomotives and different track gauges, Indian Railways has progressively developed a largely uniform broad-gauge network and transitioned to diesel and electric traction. Railway infrastructure has expanded substantially, with many single-line routes being upgraded to double lines to accommodate increasing volumes of passenger and freight traffic.

Despite these developments, railway safety remains one of the most important operational priorities. Accidents may result from technological failures, human error, or a combination of both.

The Research Designs and Standards Organisation (RDSO), supported by experienced engineers and technical specialists, has contributed significantly to improving railway safety through accident investigations, technical innovation, and operational improvements. Indian Railways has also benefited from international experience and advanced safety technologies from railway systems of countries like Japan, Switzerland and Europe.

While technological progress remains essential, continued attention must also be given to human factors. Additional measures that improve communication and coordination among railway personnel may further support the objective of achieving increasingly accident-free operations.

The Importance of Communication and Coordination

Indian Railways operates one of the world's largest and most complex railway networks. Its safe and punctual operation depends on advanced technology as well as effective coordination among drivers, guards, station personnel, and operational control centres.

Indian Railways can rightly take pride in advanced safety technologies such as Kavach, the Train Collision Avoidance System. Similar advanced systems are also used internationally, including Automatic Train Control systems in Japan and modern signaling systems in Switzerland and other countries.

The expansion of double-line infrastructure has also significantly reduced the risk of head-on collisions.

Nevertheless, accidents can still occur, sometimes resulting in tragic loss of life and significant damage to railway infrastructure and rolling stock.

This proposal does not seek to replace existing safety systems or require the employment of additional personnel. Instead, it proposes an additional communication mechanism designed to reinforce existing operational and safety procedures.

The proposed concept is referred to as the:

CLOSED-CIRCUIT COMMUNICATION SYSTEM (CCCS)

The proposed Closed-Circuit Communication System (CCCS) would improve real-time communication and coordination among railway personnel directly responsible for a train operating within a specific geographical area.

The system could potentially use the existing workforce without requiring additional personnel. Dedicated communication devices would be provided to employees participating in the system.

The following example illustrates the proposed concept.

PROPOSED OPERATING CONCEPT

Assume that a passenger train operates between Station A and Station B, covering a total distance of approximately 800 kilometres and serving several intermediate stations.

For operational purposes, the route could be divided into ten segments of approximately 80 kilometres each.

At any given time, the proposed CCCS would connect the personnel responsible for the train and the geographical area in which it is operating, including:

* The Train Driver;

* The Guard;

* The relevant Station Master or operational authority; and

* The Divisional Control Centre.

When the train begins its journey, the Driver would be connected with the Guard, the relevant Station Master, and the Divisional Control responsible for that operational segment.

As the train moves into the next segment, the communication arrangement would transition to the personnel responsible for the new area. The system would therefore ensure that, throughout its journey, the train remains connected to the operational personnel responsible for the geographical section through which it is currently travelling.

This process would continue until the train reaches its final destination.

POTENTIAL SAFETY AND OPERATIONAL BENEFITS OF PROPOSED METHOD

A. Rapid Communication in the Event of an Obstruction

If a problem, obstruction, or other operational concern is identified ahead of a train, the relevant personnel could communicate immediately through the established CCCS network.

This could enable railway authorities to take appropriate action without delay. Depending on the situation, affected trains could be instructed to reduce speed, stop, or take other necessary operational measures.

Subsequent trains could also be regulated or stopped at suitable stations, allowing railway personnel time to assess the situation, manage the disruption, and make appropriate arrangements for affected passengers.

The objective would be to take precautionary action as early as possible and reduce the risk of an accident or further operational complications.

B. Improved Coordination During Emergencies

The proposed communication arrangement could also support railway officials during extraordinary or emergency situations.

Direct communication between field personnel and the Divisional Control could enable faster coordination and decision-making.

Relevant information could be communicated promptly to:

* Railway stations;

* Train drivers and guards;

* Divisional and central control centres; and

* Other personnel responsible for the affected railway section.

This could assist authorities in regulating train movements, reducing speeds, stopping trains where necessary, and implementing appropriate emergency measures.

C. Additional Support for Accident Prevention

The CCCS is intended as an additional support mechanism and not as a replacement for existing signalling, communication, or safety systems.

Its primary purpose would be to improve the speed and clarity of communication among personnel directly involved in train operations.

During an emergency or disruption, field staff and Divisional Control could coordinate more quickly to inform affected trains and stations, regulate train movements, and take preventive measures.

The effectiveness of such a system would depend on disciplined participation by all personnel and strict adherence to established operational procedures.

DEDICATED COMMUNICATION DEVICES

For the system to operate effectively, the communication devices should be specifically designed or configured for operational railway use rather than being ordinary mobile phones intended for general public use.

The proposed solution could provide:

* Dedicated communication channels;

* Clear identification of authorised personnel;

* Controlled communication groups;

* Rapid emergency communication;

* Reliable connection with operational control centres; and

* Appropriate recording or logging of operational communications, where required.

The detailed technical design would need to be evaluated by the appropriate railway and technical authorities.

TIMELY COMMUNICATION AND STAFF RESPONSIBILITY

In situations involving an obstruction or unexpected operational event, time is critical.

The ability to communicate quickly and clearly can provide railway personnel with valuable additional time to assess the situation and implement preventive measures.

Through improved coordination between field staff and Divisional Control, relevant stations and affected trains could be informed promptly. This may assist in regulating train movements towards an affected location and, where necessary, stopping trains before they reach a potentially dangerous area.

The proposed system should support, rather than replace, existing employee responsibilities and established safety procedures.

Safe railway operations depend on a combination of:

* Advanced safety technology;

* Reliable signalling systems;

* Effective communication;

* Well-trained personnel;

* Strict operational procedures; and

* Adequate rest and working conditions.

Particular importance should continue to be given to ensuring that running staff receive the required rest, especially during outstation duties. Proper fatigue management is essential in reducing the risk of human error.

CONCLUSION AND REQUEST FOR CONSIDERATION

In view of the points presented above, Indian Railways may consider evaluating the proposed Closed-Circuit Communication System (CCCS) as an additional communication and coordination mechanism.

The proposed concept is intended to be cost-effective and, subject to technical evaluation, may not require the deployment of additional personnel. It could make use of the existing operational workforce while providing an additional structured communication mechanism.

The CCCS is not intended to replace advanced technologies such as Kavach, existing signalling systems, or established emergency procedures. Rather, it is intended to complement them by improving real-time awareness and communication among personnel directly involved in train operations.

The ultimate objective of this proposal is to provide an additional layer of communication and coordination that may support Indian Railways in its continuing efforts to achieve the highest possible standards of railway safety, reliability, punctuality, and increasingly accident-free train operations.
